Public Involvement
MTO is committed to an extensive consultation and engagement program that actively engages and involves members of the public, property owners, non-government organizations (NGOs), municipalities, First Nations, regulatory agencies, businesses and industry. As such, the Project Team welcomes comments regarding the Highway 11/17 four-laning project. All comments received, with the exception of personal information, will become part of the public record.
Notifications
Notification of project milestones (study commencement, Public Information Centres, and public review periods for the ESR Addendum and Design and Construction Report) will be announced through advertisements in the Thunder Bay Chronicle-Journal, Thunder Bay’s Source, and Nipigon-Red Rock Gazette and posted on this website. External agencies, First Nations, Municipality of Shuniah, Township of Dorion, emergency services and anyone on the study contact list will be notified through direct mail or email.

Public Information Centres (PICs)
External agency and public consultation will take place throughout the study, including two rounds of Public Information Centres (PICs). The PICs will provide the public, external agencies, First Nation and Aboriginal communities, and interest groups an opportunity to discuss the study with members of the project team and to provide comments.
Following each PIC, summary reports and display/presentation materials will be posted on this website.
PIC #1
The first PIC was held on Wednesday April 13, 2016 in the Dorion Public School and Community Centre Gymnasium, located at 175 Dorion Loop Road, in the Township of Dorion.
The Notice of PIC #1 was advertised in local newspapers and newsletter as follows:

The first PIC provided an opportunity for the public, agencies, First Nation / Aboriginal communities, and stakeholders to review and comment on:
- An update to the existing environmental conditions / constraints (as identified in the 1997 ESR);
- The updated preferred plan for the Highway 11/17 four-laning;
- Proposed changes to the Preliminary Design; and
- Preliminary environmental impacts.
PIC #1 was held as a drop-in style, open house format as follows:

PIC #2
The second Public Information Centre (PIC) was held on February 21, 2018 to provide the public, agencies, First Nation / Aboriginal communities, and stakeholders with an opportunity to review and comment on: the detail design plan for the Highway 11/17 four-laning, updates to the environmental impacts and mitigation measures, and commitments for construction.
PIC #2 was scheduled as a drop-in style, open house format as follows:
